This is the starch glue used byつまみ細工 (tsumami zaiku) artisans.
The distinguishing feature of Ichirindō's starch glue is its lower water content compared to commercially available starch glues.

Many customers tell us that they've found commercial starch glues have too much water, causing flowers to open up the moment they're placed in the glue. They've become frustrated and developed a dislike for glue because they couldn't make it work properly.

Before kneading, it is thick and slightly hard, like uirō, but by thoroughly kneading it with a glue board and spatula, it softens, and its adhesive strength increases with each knead.
